“Using mechanisms for changing the constitution, we should be able to de-centralise power and confer additional powers on regional authorities.. create a real balance,” said the interim prime minister, Arseny Yatseniuk.The talks come after the eastern regions of Donetsk and Luhansk, voted for independence in a ‘self-rule’ referendum conducted by pro-independence activists.
