The resolution, passed with 14 votes to nil, further called on the militants to withdraw from areas that they had seized.
The resolution called on all parties to resume cooperation with United Nations brokered negotiations, including on issues relating to governance and political transition.
Commenting on the worsening situation in Yemen, the UN Human Rights Chief, Zeid Ra'ad Al Hussein, said,
"Every hour we are receiving and documenting deeply disturbing and distressing reports of the toll that this conflcit is taking on civilian lives and infrastructure. Such a heavy civilian death toll ought to be a clear indication to all parties to this conflict that there may be serious problems in the conduct of hostilities."
The US and Saudi Arabia have both accused the Iranian government of aiding the Houthi militants.
At least 736 people had been confirmed killed with over 2,700 injured since the 26 March.
