Turkey's forces shot down a Russian Su-24 plane by the border with Syria on Tuesday.
Turkey, which is a NATO member, stated the plane entered its air space. This has been denied by Moscow.
The incident has been condemned by the Russian president Vladimir Putin, who described it as a "stab in the back by the accomplices of terrorists".
A NATO official told AFP that the organisation would hold an extraordinary meeting at 1600 GMT on Tuesday following the incident.
"At the request of Turkey, the North Atlantic Council will hold an extraordinary meeting at (1600 GMT). The aim of this extraordinary NAC is for Turkey to inform Allies about the downing of a Russian airplane," the official told AFP.
