11 killed in Homs as evacuations continue

A United Nations spokesman confirmed the death of 11 people in Homs over the weekend, as hundreds more civilians were evacuated from the besieged city.

450 civilians were reported to have left Homs on Monday, as a truce between both parties was extended beyond the third day, a move welcomed by UN aid chief Valerie Amos.

She also stated that as aid workers delivered food and medicine, 11 people were killed in an attack that was "deliberately targeted". She did not say who was responsible.

Around 1000 people have reportedly been evacuated so far, with reports that the 18-month embargo of food and medicine on the city has taken it's toll on the civilian population. Some of this who have fled told stories of resorting to eating grass and weeds to survive and the New York Times told of one girl who was kidnapped, with the ransom being 1kg of bulgur wheat.

103 men and their families, described as "militants" by the Syrian government have been reportedly detained for "security checks" and have yet to be released.

The evacuations come as both Russia and China skipped a UN Security Council meeting, to discuss a new resolution on Syria.  The draft resolution calls for greater humanitarian access as well as the halting of "aerial bombardments" and accountability for war crimes. 

The French Foreign Minister Laurent Fabius had earlier stated,

"We are asking for stronger action as far as the humanitarian side is concerned, that medicines and food supplies are handed out in cities."

"It is absolutely scandalous that there have been discussions for quite a while and that people are still being starved every day, and so along with a number of other countries we will present a resolution at the UN along those lines."
